Robert S. Kaplan and David P. Norton have offered the concept in the journal: Harvard Business Review, subject The Office of Strategy Management, to explain the causes of failure and determine the strategy into action which many organization about 60-80% had failure on the management strategy. Caused of that organization have a separate administration (fragmentation), it's separate work and boss which made a problem of systematically and lack of linkage with each other on organization. Robert S. Kaplan and David P. Norton so had the research and writing a book “The Strategy-Focused Organization” to describe the importance of the strategy which focus on the strategy is a central management system and operational processes, and describe for how to & guideline to develop the organization by focused strategy. From Kaplan and Norton's concept, the Sector Office and the Ministry of Interior have participants discussed and agreed to set The Office of Strategy Management to do a level of the host in coordination to strategic plan / project in the province, and cooperate with Prime Minister's Office, Office of Public Sector Development, Office of the Civil Service Commission, Bureau of the Budget, and Office of the National Economic and Social Development Board.
